This provides a perfect example of musical progression. Beethoven begins with a simple 5 note pattern, repeating over and over, but with more tenacity each time. Maybe he repeats with more instruments, with louder instruments, with more forceful staccato: it creates tension within the listener, creating an expectation, and then attacking that expectation at the song's climax.
